If two people are approaching an intersection from opposite directions both want to turn and end up going the same direction can they both lawfully turn at the same time, onto a two-lane road?

For this type of scenario it will depend on the traffic lights. If it is an advance left-green arrow, the left turning vehicle has the right of way, and the right turning vehicle must come to a complete stop and enter (turn) when safe to do so. Should the situation have regular green lights, the right turning vehicle would have right of way, and the left turning vehicle would have to yield and not proceed unless safe to do so.
