If I am driving on a two lane road and passing a bicycle going the same direction can I force the oncoming car to slow down or stop so I can complete my pass, or should I brake, slow, stop if necessary and wait behind the bicycle and allow the other vehicle to pass first before I make my pass? Would I be doing something I could get a ticket for?

In this type of situation you must only pass when it is safe to do so.
Entering the oncoming lane when not safe can result in an Offence Notice (ticket). It is your responsibility to pass when safe and this includes when entering the oncoming lane.
