Can a vehicle be legally parked on the roadway pointed in the opposite direction of traffic flow? A neighbor always pulls in front of their house in the opposite direction to traffic. I thought that was illegal!

By-Law Number 245-2004 of the Corporation of the Municipality of Chatham-Kent sections 201.01 explains in detail.
Section 201.01
Where stopping, standing or parking is permitted, except as provided in Subsections
202.01 and 203, no person shall stop, stand or park any vehicle or permit a vehicle to
remain stopped, standing or parked on any roadway where there is a barrier curb or no
shoulder on the right side of the roadway, having regard to the direction in which such
vehicle was travelling, unless the right front and rear wheels parallel to and not more
than thirty centimetres (30 cm) from the right curb or edge of the roadway.
